Capacity of RMMRU to conduct Training Projects
RMMRU is the first organisation, which brought policy
makers, private sector and civil society organisations together in
respect to migration. Based on its extensive research on migration, RMMRU
has developed a capacity to provide leadership in the area. It is in a
good position to take up programmes that involve other partners. The
persons involved in RMMRU have earned an international reputation and are
providing leadership in their respective fields. It has established its
credibility to the government through its various research works. Its
goal has always been to bring government and civil society together to
manage migration. It has done intensive work with the past government,
the interim government and the present government to reform state
policies regarding international labour migration.
RMMRU has good working relationship with national and local NGOs. RMMRU
has been actively creating space for the migrant’s associations. In all
its programmes migrant’s associations are represented. A section of
recruiting agents is responsible for fraudulence, violation of migrants'
rights and pauperization of migrants. Nonetheless they are major
catalytic force behind large scale international labour migration from
Bangladesh. They have to be brought in the forum. BAIRA is the
association of licensed recruiting agents. Since 1998 RMMRU has
successfully linked the members of BAIRA with the broader movement for
safe migration.
Resource Pool
In organising training RMMRU involves top-level experts from government,
private and public banks, recruiting agents and migrant’s associations.
RMMRU has also created a trained human resource of its own. This has
enabled the Unit a highly qualified resource pool for imparting training
on migration. RMMRU also developed five trainers under the Combating
Trafficking project who serves RMMRU on part time basis.
Training logistics
The unit has developed its own training infrastructure. Its
air-conditioned training room is equipped with audio-visual equipments
such as OHP, Multi-Media Projector, Television, Clip Board, Vip Board
etc. It can accommodate 25 participants at a time. RMMRU also uses public
training places, i.e. auditorium and meeting halls of Bangladesh
Institute of Administration and Management (BIAM), with their
accommodation facilities to organize residential training. A good working
relationship has developed between BIAM and RMMRU. RMMRU also use meeting
rooms of local government institutions, BRAC CDMA and NGOs to conduct
training outside Dhaka.
Training Material
Training also needs using technique and support materials. Drama,
documentary, flipchart, posters these are some of the supporting
materials. RMMRU has its own capacity of preparing visual aides, posters.
It has experience of drama production in technical collaboration with
other media production houses. A drama on women and children trafficking
titled Faad was produced with technical support of Theatre Centre for
Social Development (TCSD). Similarly, as part of its broader agenda on
labour migration RMMRU produced Another Horizon -a documentary on labour
migration in collaboration with Media Mix Enterprise.

Past Partners in Training Implementation:
Ministry of Expatriates Welfare and Overseas Employment: The Ministry of
Expatriates Welfare and Overseas Employment is the line ministry in
charge of processing migration. Government officials of this ministry are
the member of the Sub-committee of RMMRU projects. This ministry will be
one of the important partners in dissemination activities.
Ministry of Home Affairs: RMMRU is a member of the
Technical Assistance Committee for the developed by the Ministry of Home
Affairs in the area of trafficking. In the past the Ministry of Home
Affairs took all the training manuals and kits to use them in their
anti-trafficking campaign.
Government Agencies: The Bureau of Manpower Employment
and Training (BMET) organises training for outgoing migrant workers. BMET
uses RMMRU information kits in their training as well as TV awareness
campaign messages.
British Council: The British Council is an important
partner of RMMRU. It hosted premiere shows of numerous productions of
RMMRU earlier. For instance, ‘Another Horizon’, a documentary jointly
produced by RMMRU and Media-mix Enterprise was first screened in The
British Council. The stage performance of ‘The Trap’ performed by TCSD
was also staged at the Auditorium of The British Council. Moreover the
drama was staged in different places of Rajshahi and Jessore under the
trafficking project.
Media: In the past RMMRU produced documentaries with the
technical assistance of Media-Mix Enterprise and Theatre Centre for
Social Development (TCSD). Other than that RMMRU production unit worked
with Bangladesh Institute of Theatre Arts (BITA), Bangladesh Center for
Development Journalism and Communication (BCDJC), Mass-line Media Centre
(MMC) and Media Professionals Group. RMMRU also has good connection with
reputed media personell as well.
NGOs: RMMRU has worked with several local NGOs, for
instance Rights Jessore and Association for Community Development (ACD),
Rajshahi during the implementation of combating trafficking project.
RMMRU also has working experiences with other National NGOs such as BRAC
and Grameen Bank and TMSS. These organisations received training on safe
migration and they have incorporated migration issues in their awareness
campaign.
